For this you will use the image objects that came with IcoFX. The result will look something like this:

Step 1
Because we will working with white images we set the background color of the canvas to dark for a better contrast.
Use the "Options/Preferences..." menu point and here select in the "Transparency" group box Medium as grid color.

Step 2
Open the stamp image object (stamp.png) located in the "Objects" subdirectory of your IcoFX installation directory (using the "File/Import menu point, or dragging it to the canvas from the "Explorer" window.
When asked for the size select 256x256.

Step 3
Use the "Edit/Select All" menu point and resize the image to a smaller size and move it on the middle. You can resize it by dragging from the corners of the selection .

Step 4
Open your image that you want to use for stamp. When asked for a size select 256x256. Select the desired part of the image. Make sure that this part has the same width and height.

Step 5
This will be opened in a new window. We need to copy it to our window. Use the "Edit/Select All" menu point to select the image, press Ctrl+C to copy the image. Go to the window with the stamp and paste the image using Ctrl+V.
Now the image is in foreground, we don't want that, use the "Edit/Send to Back" menu point (or press End).

Step 6
Resize the selection to fit in the Hole of the stamp image.

Step 7
You can optionally add a reflection effect to the image using the gradient tool.

Step 8
Now we rotate the image a little using the "Image/Rotate..." menu point. Here we select an angle of 10.

Now our image looks something like this:

Step 9
We add all the needed image formats to the icon using the "Icon/Create Windows Icon From Image..." menu point.

Step 10
We add a shadow effect to the 32 bit images (the first 4 images).

Step 11
We are ready, we can save our icon.
