"I tried about a dozen downloadable icon editors and this is the only one that really works (they way you would expect). Some of them say they are free but turn off the trial period after a month. Some report to do icon editing but if you try to cut and paste a 256 color bit map into them they change the color palate (thus destroying your work) and there is no way to edit the color palate. Some icon organizers have a very sophisticated user interface and take a long time to install...but have no real drawing and editing features. Icons consist of multiple bitmaps and cannot be edited using a standard paint program such as Microsoft paint. I got to the point where I was ready to actually break down and buy one and then stumbled into IconFX. This is the only one that really works (not to mention the fact that it really is free.) "
